The measurement challenge

Custody transfer accuracy is the law in petroleum.

In the petroleum industry, every liter measured at a transfer point has a dollar value. Refineries, terminals, and pipeline operators are legally required to use traceable, certified measurement equipment for custody transfer — the process of transferring ownership of a liquid product from one party to another.

Incorrect calibration means incorrect billing. Over the volumes moved by a petroleum terminal, even a 0.1% error represents significant monetary loss. Regulatory frameworks (API MPMS, OIML R117, NIST) define exactly what accuracy class, traceability, and documentation is required.
